What’s standard puzzle system?

Driver can park and retrieve cars by the pallet lifting up and down and horizontal transferring. Each lot has a pallet. The top tier lots can only be lifted up and down. The middle tier lots can be both transferred horizontally and lifted up and down. But the ground tier can only be moved horizontally. There’s one empty pallet on every tier except the top tier. These pallets can be switched from side to side so that it can make space for the middle tier lots and top tier lots to descend to the ground floor. Then the driver can drive in or out of the pallet. The cars parked on the ground floor can be driven in or out directly.
